Europe is really buzzing with activity in the electrolyser manufacturing scene, but here's the catch: the number of actual hydrogen projects isn't keeping pace. This mismatch is raising some eyebrows among policymakers and industry folks alike. A recent report from the Energy Industries Council highlighted that, although about 31 gigawatts (GW) of electrolysers have been announced, a mere 3 GW have actually reached the critical Final Investment Decision stage. That’s causing quite a stir in the movement toward clean hydrogen.
At the start of the hydrogen hype, consultants and industry groups were pretty optimistic, projecting a flood of huge gigawatt-scale projects. They signed all sorts of memoranda of understanding, hoping to ink deals for dozens of gigawatts. But many of those initial buzz-filled announcements ended up lacking the financial backing and offtake certainty needed to place orders for the gear.
Overhyped Pipeline, Cold Order Books
There’s no denying that Europe’s electrolyser base has seen incredible growth lately. Thanks to the EU’s ambitious REPowerEU plan, member states set out to ramp up to 20 GW of electrolyser capacity by 2025 and aim for 40 GW by 2030. Factories are gearing up for these targets, with Hydrogen Europe estimating that operational output hovers around 12 GWel annually. But here's the kicker: only about 3.3 GW of those projects had secured a final decision by last year, and it’s even less—under 1 GW—when looking back just twelve months.
While many exciting announcements have been made, progress has stalled due to grid connection delays, sluggish permitting, and constantly changing regulations regarding renewable fuels of non-biological origin (RFNBOs). The International Energy Agency has pointed out that this is a global issue too: manufacturers are capable of churning out nearly 58 GW of electrolysers annually, but actual installations were under 5 GW during the last reporting period. Regardless of whether the headlines say 31 GW versus 3 GW, the trend is clear—factory output is outpacing real, bankable orders.
On the technical side, most European production lines are focused on polymer electrolyte membrane (PEM) and alkaline electrolysers. The supply chains for critical components like catalysts, membranes, and bipolar plates are finally coming together. However, other emerging technologies—like anion exchange membrane (AEM) and solid oxide electrolysers (SOEC)—are still in the experimental phase, making up only a fraction of the announced capacity. This means that if one type of electrolysis sees a dip in orders, it can lead to underutilization in factories that are calibrated for those specific lines, even if others are busy.
Financing and Offtake: The Gatekeepers
So why aren't more electrolyser orders lining up? Well, it all boils down to project economics. Getting that Final Investment Decision isn't just about having a solid engineering plan; it also requires a confirmed renewable power supply, approved permits, binding offtake contracts, and a stable subsidy environment. Given the ongoing uncertainty around green hydrogen certification and wild fluctuations in power prices, financiers have become understandably wary.
Navigating the process to secure a renewable power contract often means diving into complex power purchase agreements (PPAs) that help protect against those unpredictable electricity prices. Without stable pricing structures, revenue forecasts remain shaky, which keeps banks from wanting to jump into long-term financing. While some developers are exploring corporate PPAs, that can complicate things because they need trustworthy off-takers.
To help bridge this financing gap, the European Hydrogen Bank has stepped in. Recently, it allocated over €1 billion to nine projects across seven EEA countries—enough support to underwrite around 1.1 GW of electrolyser capacity. While this funding is great, it only scratches the surface of what’s really needed. Developers are still running into bottlenecks: limited auction slots, slow CINEA grant processes, and the lengthy state-aid approvals that can add months to project timelines. Until more projects clear these hurdles, many factories run the risk of sitting idle.
Additionally, the pace and scale of auctions from the European Hydrogen Bank haven’t matched the rapid manufacturing roll-out. Earlier rounds of funding handed out smaller sums, and some eligible projects either pulled out or couldn't meet the necessary milestones. This shows that even the best subsidy schemes can struggle to turn enthusiasm into actual building blocks for the supply chain. Different national standards for state-aid ceilings and implementation timeframes add even more uncertainty, particularly if project conditions or competitive pressures shift.
Consequences for Europe’s Hydrogen Economy
When electrolyser factories don’t hit their utilization targets, it poses economic and strategic risks. Low production levels can mess with economies of scale, squeeze profit margins, and potentially lead to consolidation or even exits by smaller players. Europe has established itself as a leader in electrolyser technology and advanced manufacturing, but if larger orders begin migrating to markets with more stable project pipelines and financial backing—especially places like China—it could lose that edge.
Delays in launching projects also slow down the necessary decarbonization across industries that depend on green hydrogen to replace dirtier fuels. Every time a Final Investment Decision gets pushed back, it not only postpones emissions cuts but jeopardizes the EU's ambitious climate targets for 2030. And for investors, the slow pace of progress can dampen their enthusiasm for putting more money on the table, which could end up creating a negative feedback loop that affects both supply and demand.
The underutilization of these facilities may also spark political tensions. There’s rising discord among member states eager for rapid hydrogen deployment and those advocating for fiscal prudence, especially when public funds are limited. An expensive factory left sitting unused could ignite calls for stricter budget controls, jeopardizing future investment initiatives.
A Way Forward: Aligning Policy and Industry
To bridge the gap between electrolyser build-out and firm orders, we need some coordinated action both in policy and the commercial sector. Streamlining the permitting process through one-stop-shop authorities, along with clarifying the certification rules for RFNBOs, could help cut through the regulatory red tape. Extending subsidy programs into multi-year contracts with indexed pricing could give lenders the assurance they need to back more projects.
On the demand side, member states could consider blending mandates or offtake guarantees to support industrial consumers. Also, creating hydrogen valleys where production, storage, and end-use facilities cluster could streamline the process. Financial tools like blended finance models or EU-backed project bonds could make early-stage deals less risky. Developers should also aim for modular, megawatt-scale installations, especially in areas like chemical parks or ports, where the power supply and demand are clearer.
Public–private partnerships could speed up the design of next-gen electrolysers that are more efficient or cheaper to produce. Joint procurement initiatives—where multiple offtakers join forces—could lead to larger, more viable projects that align factory output with guaranteed orders. Organizations like Hydrogen Europe are already suggesting standardized contracts to cut down on legal expenses and kickstart offtake negotiations. Plus, regulatory sandboxes to pilot projects could help refine grid integration, storage, and transport solutions. This would build confidence among stakeholders and smooth the path to a successful Final Investment Decision for full-scale plants.
Increasing the scale of European Hydrogen Bank auctions and speeding up state-aid approvals could pave the way for more FIDs. Whether Europe can make the most of its green hydrogen momentum could very well hinge on aligning factory expansion with a project pipeline that’s ready and waiting.
