San Bernardino International Airport and Total Hydrogen Development to Produce Clean, Low- Cost Hydrogen in the Inland Empire
SAN BERNARDINO, Calif. (July 31st, 2026) The San Bernardino International Airport Authority (SBIAA) and Total Hydrogen Development (THD) today announced plans to develop a clean hydrogen production facility at San Bernardino International Airport. The project will produce locally made, low-cost hydrogen for Southern California, supporting cleaner transportation and a more resilient regional energy supply.
The facility is being developed to deliver hydrogen at a cost well below what fleets and transit agencies pay today, helping make clean hydrogen a practical option for the Inland Empire and the broader California market. Initial production is targeted at 1.5 to 2 tons of clean hydrogen per day, with scale plans up to 10 tons per day.
THD and the airport are evaluating several proven production pathways, with the final approach guided by available clean-energy grants and permitting. Options under review include on-site electrolysis paired with solar power for green hydrogen, steam methane reforming from natural gas, and advanced reforming technologies such as ethanol-to-hydrogen that have drawn strong interest from regional air-quality and clean-energy agencies. This flexible approach lets the project adopt the cleanest, most cost-effective technology as the project advances.
Total Hydrogen Development will serve as the project developer, financing and advancing the facility, while SBIAA provides the airport site and long-term infrastructure support.
Beyond clean energy, the project is expected to create skilled local jobs and strengthen San Bernardino’s position as a hub for clean-energy innovation, attracting complementary industries such as zero-emission fleets, hydrogen-powered aviation, and fuel-cell logistics.

The project team is engaging local fleet operators, transit agencies, businesses, and industrial users that can benefit from locally produced, affordable low-carbon hydrogen. They are targeting being fully operational in 2027.
